Case Study 2 — Hebang: A Global Chemicals Producer Breaks Ground
On 10 November 2024, PT Hebang Biotechnology Indonesia — a subsidiary of China's Hebang Group — broke ground on a chemical plant inside the JIIPE Special Economic Zone in Gresik, East Java. The groundbreaking marked the start of an investment explicitly aimed at supporting Indonesia's agricultural sector and serving global markets.
Hebang Group is a leading producer of chemicals such as soda ash and ammonium chloride alongside other products for the agricultural industry, and it also specialises in specialty glass and carbon fibre products for both domestic and export needs. The Gresik plant is built to produce chemical materials at a capacity intended to strengthen the resilience of Indonesia's chemical industry.
Why JIIPE? For a bulk-chemicals producer, margins are decided by logistics cost per ton — and Indonesia offers both the domestic agricultural market that consumes ammonium chloride and the feedstock and energy base to make it. At JIIPE, raw materials arrive and finished product ships from berths inside the estate perimeter: no trucking to a third-party port, no double handling.
Case Study 3 — Golden Elephant: "A Dream Come True"
The most recent chemical major to commit is Golden Elephant Sincerity, with a two-phase investment worth 4.2 billion yuan (approximately US$600 million). Phase one builds a 120,000-ton/year melamine facility, 150,000 tons of nitric acid, and 200,000 tons of ammonium nitrate. Phase two goes further: a large-scale synthetic ammonia and urea plant that converts Indonesian natural gas into a closed value chain — from gas at one end to strategic downstream chemical products at the other, entirely inside one estate.
Before committing, GESC's leadership consulted the Sichuan Provincial Government and strategic financing partners including ICBC.
